If you are using 4 1 meg 30 pin simms, I had this problem when
the second simm was bad.  I think it was more an incompatible
simm type, (the simms were all of mixed types), because
when I moved it to the 4th slot, I got 3.7 meg, when I was
expecting almost 4.0 since I had enabled the 386 BIOS
memory remapping of 384k upper memory to extended memory.
I chiefly used the extended ram for smartdrv, which wasn't
very sensitive, so I never determined if the simm was bad
or if there was another reason it was interfering with the
BIOS reported total installed memory.  The simms worked
fine in a 486 sx/25.
