VMP Naphtha is not the base for any sealer, it is the solvent which carries
the active ingredients. A sealer may be acrylic based, oil-based, etc., but
cannot properly be called solvent-based or water-based. (Proper
terminology: solvent-borne or waterborne) 

When you apply the sealer, the solvent evaporates. It's the active or
non-volatile ingredients that determine what you have left after that to
actually do anything.
