Most pharmacies carry some sort of generic Lactaid equivalent as

McNeil makes "lactaid drops". But they don't show them in their brochure.
Why don't you call 1-800-LACTAID and ask how you can get them. You may also
ask if the dosage needs to differ for a child of her weight.
