FYI, COM1 and COM3 have always shared IRQ4, just like COM2 and COM4 have
always shared IRQ3.  It's been that way since the invention of COM ports.
That's why you can't have a device like your mouse on COM1 and expect a
modem to work on COM3, unless you change the IRQ to something that doesn't
conflict.
