Big news on the black helicopter front.

Congress once again failed to include in the emergency spending legislation
passed today authorization to fork over the one billion + owed the UN in
arrears on the US assessment. All plans to do surface restoration work on
the black helicopter fleet have been canceled. A sub-committee of the
security council is meeting as I write to determine the feasibility of
carrying out the invasion with a fleet displaying only 80% coverage of the
original finish.
