Packard Bell POS P75, Win95a, Wearnes 24x

I just removed my 2x cd-rom and install a NewCom (aka Wearnes) 24x
drive.  When I start up the computer, it goes through it's paces and
then I get a message
 "Interface board or cd-rom drive not ready.  Insure that drive power is
on and drive cables are correctly attached.
(A)bort? or (R)etry?"

If I chose R, then I get that same message again.  If I chose A, then
this message appears "CD-ROM device driver has not been installed."

When I go to Device Manager, the cd-rom is there and properly
identified.  I've played an audio cd and a game cd in Windows 95.

What do I have to do to correct this problem?
