Since most of the bacteria is on the outside of the meat as a few on this
list have suggested, and that a quick high temperature searing takes care
of that, then we should be able to make our own ground beef by pan searing
say, a roast, and then grinding it at home. I've ground stew meat(pork) to
make sausage in my food processor,  it isn't as fine ground as store ground
but it is safer.
