The murder or Mr. Montesino Delgado by the Anglo San Antonio cop
moonlighting at Dillards,  provoked International attention since the
victim was a Mexican national.     People in Monterrey, especially were
stunned that a rich Mexican 'regio' would be subjected to the type of
abuse that is routinely reported as being dished out by La Migra on
penniless undocumented Border crossers.

This was Dillard's New Year's gift to Mexico that year.     And then
Mexico got to follow how the cop got off scott free, as the Crimininal
Injustice System went to work.    Along with the Houston police
assasination of Pedro Oregon,  the murder of Mr. Montesino in front of
his family, has framed how Northern Mexico in recent years has gotten a
picture of Texas police brutality.

The case of Pedro Oregon (another Mexican national), was one where a
Houston Swat team entered into the family apartment in the middle of the
night, and then proceeded to shoot Pedro in the back, numerous times.
None of the police have received even a traffic ticket over this
assassination.

Along with the constant violation of international law,  by US
authorities that almost never call Mexican embassy officials when a
Mexican national is arrested for a crime, these murders have focused
Mexican attention on the brutality that is US law.

Of course, there is a lot of brutalty that goes on by the Mexican police
on the other side of the Border.      And to insure that it continues
that way, The School of Americas at Fort Benning, Ga. is churning out
Mexican military graduates yearly.
