No, in fact some PCI's take system resources to work (winmodem type deals)
and therefore have some of their own quirks, but I don't think you have to
worry that much about the USR, however I would personally stay away from
anything that REQUIRES windows to operate.

Speakerphone mainly lets you use the computer as a voice mail system, I
find many people who have voice on their modems NEVER use it, I won't and
therefore don't have one, although it might be a different case with you.
