Yes, it was(or could of been) fdisk that you'd used before.
When you partition the new drive, create an Extended Partition
And then a new drive in the extended partition.

DOS or Windows 95 always uses this order for assigning drive letters:
Disk1 Primary Partition
Disk2 Primary Partition
Disk3 Primary Partition
...
Disk1 Extended Partitions
Disk2 Extended Partitions
...
