It is not the actual connection speed of your modem with another side,
it is the speed of the COM port. However, due to the limit of the
comm.drv which came with the Win 3.1, 19200 is the fastest speed of this
driver. As I realize your modem is a internal version, what you have to
do is find a freeware comm.drv replacement named cybercom.drv, this
driver supports the highest speed of your current modem, or upgrade your
copy of Windows 3.1 to Windows 95(or Windows for Workgroup, at least).
Stick with the 6 years old Windows 3.1 will made you suffer for the
software(drivers, applications) support in future.
