The devices vary, but the best results are generally had with PCI Bus
mastering devices. I would highly recommend the Miro DC30Plus, as it comes
with Adobe Premiere 4.2. However, if this is a one-off project, it's price
(849.00) would be prohibitively high. A newer device, whic would do the job
well if reviews are any indication, would be the new Iomega Buz, which is
integrated with a UW Scsi controller and retails for 199.99. You'll have to
do some serious compression to get that video clip down to a manageable
size, so I highly recommend getting ahold of Premiere, as it supports a
wide variety of video formats. As long as you use video for windows format,
you shouldn't have to supply a viewer, unless you use a different codec.
