Some of the older Compudyne monitors were Tatung and TVM.
Check those companies' websites. It's probably a plain VGA monitor.

Your video card is the limitation on colors displayed. You need
512K (actually 307,200 bytes) of video memory to go 256 (8-bit)
colors at 640x480 (standard VGA).
