If blind people didn't go to training centers then there wouldn't be a
need for training centers so I don't really see how blind people are
scattered since so many people do attend training centers?
I would also suggest that anyone wishing to utilize services from a
training center would pay a onetime fee of $150 and $50 for any training
which would be needed later.  Training centers would have to advertise to
the public regarding the services they offered and blind people would have
to do research to see which training center would be right for them.
