My power supply used to make that noise. The only moving part is the fan, and
that is where the noise came from.

Stickers all over the PS usually warn you not to remove the cover, no user
serviceable parts inside, blah, blah. However, I took out the old fan, went down
to a local radio shack and found a new one that was the same size. It cost me
about $6, and not only is the new fan quiter than the other one ever was, it
also moves more air, so it cools better.
