I would guess is some kind of concoction made of confectioners' sugar and
some liquid. Be aware of the liquid uses though. It could be milk. But,
if you make it, you can mix powdered confectioners sugar with some orange
juice or plain water instead of the milk. Just use very little liquid so
it'll get hard in a little while after you pour it on the cakes or cookies
or whatever else you are glazing.
