From my reading of the article, it is silent concerning the esteemed
professor's checking with his assistant to try to ensure that the proposal
met government specifications. And for those of us in leadership positions,
whether at work or in voluntary organizations, we do runh the risk of
"excessive looking-over-the-shoulder" syndrome (called overmanaging in the
literature).
Having said that, my take is that the government's regulations in this area
are ridiculous, but that they do apply to everyone. Buut, I have heard of
situations (perhaps appocryphal) where grants with these types of errors
were returned for reformatting.
