I've seen this same problem but it is usually solved by FDISK.
In my experience, older systems have problems with drivers for peripheral
equipment like CD-ROMs and printers, but I haven't seen a system that
refuses to load Win98 -- if properly prepared.
Just make sure you are using a Windows 98 boot disk (DOS 7.0), then run
A:\FDISK and delete all partitions. REboot the PC and create a new
partition(s), and format it (them). Now reboot again and install Windows
98. This is what works for me.
