I just finished a weekend of installing the Ensonic Sound card with similar
symptoms. I had to not only remove the Audio Devices in Control Panel, but
also had to physically remove the card, re-boot, shutdown, re-place the
card, and then re-boot and re-install drivers etc.  It turned out to be a
conflict with the Modem which also had to be removed and replaced.
