Sounds like a video driver to me. If you can, do not install a video driver
from the Video manufacturer. Use a driver that ships on the Win95 CD. A
plain VGA will work for this. See if you experience problems with the Plain
VGA driver. If not, then look for updated drivers. What I have been doing
recently, is just installing DirectX5, after a Win95 install, and the latest
and greatest Video drivers are installed from that package.

If you still encounter problems, then you have a virtual device driver that
is not working properly. Most "VXD" files, are Virtual device
drivers.....Where your problem is with video, tells me that the problem is a
Video driver...
