CD's are frequently silk-screened.  You could probably do something with a
home kit using air dry inks rather than the heat-cured variety.  i know
several shops in my area that would help with the film and screen, if I
supplied the artwork.  You might find a shop in your area also.

ello all
 All I want is a neat method of marking my CD's,
that is permanent (ish) and basic. I have considered making a template then
spraying the CD. I am considering using automobile spray paint. My only
concern is if this will damage my treasures. Any solutions will be
appreciated.
