I had a similar problem with a USR modem, 3.X, and AOL long time ago.

I forget where I saw the solution but it worked. It said "hardware solution for
a software problem", and it sure was.

Open the case and put a piece of electrical tape over the speaker on the modem,
you won't hear a thing from then on. I don't know if that's the answer your
looking for but if all else fails that will do it.
