Yes, Partition Magic can convert a FAT32 partition to FAT16.
[Although Win 9x includes something that looks a whole lot like DOS,
it runs it ON TOP OF some 32-bit components, including disk and file
access. The components included with Win95 prior to OSR2 did not (and
do not) know how to handle a FAT32 partition.
Win 3.x ran on top of DOS. Something that looks like DOS runs on top
of parts of Win 9x. The claim that these two relationships are
identical/equivalent is rarely seen outside of Mac-zealot rantings, and
is not true.]
