I suggest you forget about looking for a PERSONAL computer solution.
I think an INDUSTRIAL computer would be a better choice.  They are
DESIGNED for DACs, multiplexed I/O ports, high speed data aquisition,
and more.

A starting point would be PLC DIRECT You can reach them at 800-633-0405
they will send you a CD full of info about industrial computers.
