You should have a setting in your CMOS to tell the PC to ignore
the A drive during boot up and go directly to drive C:

I'm not sure what you mean by "...the floppy always seems to access."
Do you mean when you load a program? save a file? or do you really mean
the light on the A drive stays on all the time?
