Yes, the proposed Americans with Disabilities Act Accessibility
guidelines which will revise the current ADA guidelines has rather
specific requirements for access to ATM machines. The guidelines can be
found at http:///www.access-board.gov Note that there is a hyphen
between access and board. the proposed adaag is linked from the home
page.
In summary, if adopted, the guidelines would not require braille labeling
on keys. Instead, braille and non-braille readers would be accommodated
with a standard numerical layout of keys similar to that of a telephone
layout. Standard use keys, such as the cancel key, will use a system of
raised symbols similar to those used with the APH and NLS tape machines.
The display will be accessible with speech synthesis through a headphone
jack. If you support the guidelines, contact the Access board and it
can tell you how to register comments. You might also enlist your
congressman to write a letter supporting the ATM guidelines and the need
for a universal standard of access throughout the industry and country.
