You didn't say if your 2 year old is milk allergic or lactose intolerant.

There is a product called Frookie Vanilla Graham cookies that are a perfect
size for a two year old. They come in a gallon size plastic jug and you can
just "pour" out the number of cookies you want. They are milk free but the
product is labeled O UD I supposed because the manufacturing equipment used
is also used for other products containing milk.

If her dairy allergy is not severe or if she is lactose intolerant then these
might just work for you.
