They are made in Israel by Elite Industries and say right on the
>package that they may be used for Passover (hence no wheat, rye, oats,

Israeli kosher-for-Passover follows a the Sephardi tradition while U.S.
certification follows the Ashkenazi tradition.  Sephardiim eat beans and
rice during Passover, so you still have to watch out for soy in Israeli
products.
