Yes.  The menu bar in Internet Explorer about which you are speaking is
actually a new kind of toolbar that Microsoft is using.  It does speak in
the programs included with Microsoft Office 97, that use Active
Accessibility 1.0.  Apparently, they do not speak with screen readers that
do not understand the new implementation of Active Accessibility.
