Wisconsin Statutes Chapter 19.31 is the open records law.  Through this law
I discovered that the racial discrimination complaint process of both the
Wisconsin Personnel Commission (PC) and the Wisconsin Department of Public
Instruction (DPI) is rigged against the complainer.

From 1990 through 1999, DPI has not found in favor of a complainer of
racial discrimination.  That is, 100% of the time, the DPI did not find in
favor of anyone who claimed racial discrimination.  Complainers lost, even
when they had an attorney.

If you lose at the agency level, you can file a suit with the PC.  From
1996 through 1999, the PC has not found in favor of a complainer of racial
discrimination.  That is, 100% of the time, the DPI did not find in favor
of anyone who claimed racial discrimination.  Complainers lost, even when
they had an attorney.

From 1996 through 1999, the PC has not found in favor of a complainer of
sexual harassment.  That is, 100% of the time, the DPI did not find in
favor of anyone who claimed sexual harassment.  Complainers lost, even when
they had an attorney.

We must develop a strategy to combat this Mississippi style justice.
