They have to provide a safe alternative, but only for the
carton of  milk she would
otherwise be required to take.  The rest of the meal is
your problem, not
theirs (voice of experience, here!).  They might be willing
to tell you what's
dairy-free and what's not, so you can choose, but they
won't be changing
the food they serve, or making a special meal for your
child, since you have
the option of packing a lunch for her yourself.
