I'm wondering if this is an art project. Powdered milk resembles teensy-weensy
snowballs, so maybe that's why the teacher wants powdered milk? If so,
maybe you can use white candy sprinkles similar to the ones used on
snowcaps/non-pareils, providing that they are also milk-free.
Just a thought....
