Folks,

I seem to be noticing a lot of assertions being tossed around without much
backing. The theory about creating a distraction from NAFTA and other issues
might be plausible, but one would like to see some compelling evidence for
such claims. For instance, why NOW, at this particular time, and not before,
or later? As far as I know, to the gerneral public, the NAFTA issue has died
down almost to the point of obscurity.

Although most of us involved in this discussion might subscribe to the 'smoke
screen' idea, it is well known that for such proposals to be taken seriously,
an enormous amount of factual documentation be required.

So then, what have we?
