Natural flavorings can contain just about anything, including lactose.
The FDA's regulations (from what we can surmise) basically state that
anything under 3% of the ingredients can be placed under just a general
heading such as this.  This is how "Cool Whip non-dairy whipped topping"
can contain dairy - it is under 3%.
