NATIONAL LEADERSHIP CONFERENCE FOR YOUTH WITH DISABILITIES
June 22-26, 1999, Alexandria, Virginia
To Youth with Disabilities and Youth Advocates:
You will find attached to this letter an application for the 1999
National Leadership Conference for Youth with Disabilities
(NLCYD) to be held in Alexandria, Virginia, from Tuesday, June
22 Saturday, June 26 at the Radisson Plaza Hotel at Mark Center.
Four federal agencies are collaborating to make this year's
conference possible: the Department of Health and Human Services
(Administration on Developmental Disabilities, Maternal and Child
Health Bureau, Substance Abuse and Mental Health Services
Administration), the Social Security Administration, the
Department of Education, and the National Council on Disability.
The 1999 NLCYD will bring together young leaders from around the
country having diverse racial, ethnic and disability backgrounds,
to foster their integration into public and private sector
institutions at every level.
The Youth Leadership Council (YLC), whose 25 members will plan
and implement the 1999 conference program, are from a wide range
of backgrounds. YLC is planning a program that promotes
leadership skill development among their peers, skills such as
the ability to persuade and influence others to act, to
consistently apply high ethical standards of conduct, and to
collaborate with others in solving problems both professional
and personal. YLC is planning a conference that will be highly
interactive, with many opportunities to meet and share with
fellow youth leaders.
The goals of this year's conference promote the following key
dimensions of leadership:
hands-on leadership development by involving young people in
designing, planning and implementing a conference that reflects
their interests and values, as well as engaging their skills and
abilities;
opportunities for leadership development support through
peer and adult mentoring programs throughout the conference and
beyond;
opportunities to meet national disability leaders and to
learn about disability history, culture, law and policy;
education and training opportunities that foster independent
living and employment; and
wellness consciousness among young leaders that support
their pursuit of physical and mental health, social integration,
and full participation in their own health care decisions.
Any young person with a disability who has completed high school,
is between the ages of 18 and 24 on June 22, 1999, and wants to
learn more about leadership, is invited to apply. Please
complete the attached application and submit it with one letter
of reference by February 28, 1999, to Kathleen Blank, National
Council on Disability, 1331 F Street, NW, Suite1050, Washington,
DC 20004.
Applicants may obtain the assistance of another person in
completing the form, so long as the answers are those of the
applicant. An alternate format application to accommodate those
with cognitive impairments follows the regular format application
in this message. Applications will be reviewed and candidates
selected to participate will be notified by April 15, 1999.
A limited number of stipends is available to reimburse travel,
food and accommodation expenses for the selected participants,
and when necessary, an accompanying personal attendant. We
welcome and strongly encourage community-based organizations to
sponsor youth to attend. We also ask that all sponsored
applicants submit a completed application form by the deadline.
