They did _not_ change the recipe.  They have _not_ removed dairy.

All they did was pay for it to be marked "_Kosher (OU) with Dairy_".
Only "_Kosher (OU) with Parve_" would mean it has no dairy.  Kosher
alone does not mean dairy free.  Parve means dairy free.  This is very,
very important.
