Kelly recently posted an article on the use of the lynx browser.  The
command :
telnet rsl.ox.ac.uk
does put you into a lynx session, but I think I read that Oxford may not
support this for much longer.
Anyone who would like to try the latest version of lynx (2.71) may use :
telnet trfn.clpgh.org
use trfn as the login in name and just hit enter with no password
needed.  This new version  can handle frames, cookies, can be set to
ignore images and I'll let it to Greg to summarize those features he
considers most important.
The newer versions of lynx also handle tables better, so some pages which
were a jumble of text before, now actually begin to make sense.
