Chomsky on the topic

“It's also reasonably clear that a lot of the bombing was just pleasure in
killing with impunity. One of the most interesting pieces in the New York
Times was on July 14, p. 1, a photo of a cloud of poisonous smoke from fires
after US bombing of industrial/chemical sites in Pancevo on June 7. A friend
did a database search for me and found that it was reported on the main wire
services on June 7, 8, but not in the press. The bombing had no purpose
related to the war. The peace accords had been signed, the draft UN
resolution was in progress, Washington had announced clearly that it would
violate the accords and draft resolution by insisting on a NATO-led force
(in radical violation of the formal agreements), and the press had
(reflexively) accepted the US rejection of the accords as their actual
terms. So everything was in place. Why bomb?
Only one purpose: To kick the defeated people in the face and show them who
is boss. That's standard operating procedure. Recall, e.g., the 1000-plane
raid over Japan 5 days after Nagasaki, with planes dropping leaflets saying
"Japan has surrendered" among the bombs, hailed as a grand "finale" in the
official Air Force History. Or the murderous bombing of the dikes in North
Korea -- a really major war crime -- when there were no more targets left,
which elicited commentary in the official history that could have come
from the Nazi archives -- literally. Winning every war for centuries is
really harmful to the national psyche.”
