The owner layer and the worker layer are the same layer.  One person
can be in two layers.  There can also be a division of labor.  The
fact that one guy wears a white shirt and sits behind a desk and
another guy wears a blue shirt and stands behind a drill press doesn't
make one of them an owner and the other a worker.
