It sounds like they both are allergic to milk. Allergies can exhibit
themselves in different ways. I have two sons who have allergies to milk
among other things. One breaks out in rashes/eczema. The other has an
asthmatic reaction, with much less skin involvement.

Skin tests at 1 year of age are probably not going to be very reliable. You
will need to use some trial and error, maybe even an elimination diet to
pinpoint food allergies. As the kids get older, their immune systems will
mature. At that point allergy testing and shots for desensitization are
likely to be viable alternatives.
