I only know our situation: My son Corey (now almost 6) has an anaphylactic
allergy to cow's milk, but is fine with chocolate. So, I don't think they're
related.
Perhaps a skin scratch test for the chocolate allergy would give you a better
idea? If he's only allergic to milk, at least you'll have one less food-type
(chocolate) to worry about.
