My understand is it comes from the FDA from the Code of Federal Regulations
that discusses foods less than 2% and how they are to be labeled.  You may
see statements like "Contains ___percent or less of ____. Or "May
contain".   I can't seem to put my hands on the doccument that really
explains this but I will look when I have time.  It seems more and more
companies are trying to comply with food allergic individuals.  But as Kathy
Wentz said its a matter of calling over and over (Kathy you are not alone I
call all the time too).
