There are a few different things that determine whether a food is kosher,
not just the separation of milk and meat. In addition, there are a few
restrictions on how the animal has been raised and on how it has been
killed, butchered and stored. That's why there is a distinction between
kosher and non-kosher meats. Non-kosher meats of any kind might or might
not have been exposed to dairy. Kosher meats have not, or they could not be
considered kosher.

Yes, it is. Not likely, but not impossible. If there is any hint of
adulteration, such as being prebasted or self-basting, then you have to
check to see that none of the adulterations have been derived from milk.
