In the UK, the commercial product Playdoh is 50% wheatflour if memory
serves me correctly.
 
When I was a child playgroup made play dough was made from flour (this was
the UK and 30 years ago - things may have changed since).
 
I'm not sure what you mean by baking soda - do you mean bicarbonate of
soda / sodium bicarbonate. I don't think this would make anything like a
dough if mixed with water. Baking powder (bicarbonate of soda + acid (citric)
plus a filler (often flour) might well do.
