Your static problem could be a number of things. A component in the
sound card amplifier may be failing. Sometimes when a chip is failing,
it will start to add artifacts to the sound like static, or distortion.
Sometimes it will get worse as the component heats up. A way to test
this is to use an external sound card and see if the problem still
exists. Another cause mayh be a loose connection. A sound card not
entirely seated in the socket, or a jumper wire which has become lose.
If the sound card is plugged in to a slot, then pull it out and reseat
it. If it is integrated on the motherboard, then not much you can do.
If an external sound card will work for you, then go that rout. If not,
then probably time to find a replacement computer.
