Another way to unprotect a file is to open it and press f6 until you hear JAWS say something like 'be careful some files from the internet' and then tab to the unprotect checkbox. Once you do that you won't have to unprotect the file again. One advantage I can see in this method is that you make sure you really want to open a file rather than use the trust center. It's all a matter of personal preference though. Pick any method that works for you.

I don't know if the upper menu was replaced on the 2019 version of Excel. If it wasn't, then to get to the Trust center, you:
1) Press alt+f to get to file;
2) Arrow down the file menus until you hear the word "Options" and press Enter;
3) Arrow down until you reach "Trust Center" and then use the tab and Enter keys from there.
I have Microsoft Office 365 but I don't know if the version of Excel is 19.0 so I cannot vouch that the above will work for you.
