You need to start playing something, first. Then, perform a one-finger double-tap on the screen and very quickly flick right through the menu which will have appeared. This menu does not stay for very long, so don't be surprised if you have to repeat the process in order to gain speed. You are listening for "audio and subtitles" and once you hear it, double-tap on it and flick right to English AudioDescription. If the show does not have audio description available, you won't find that choice. You only have to do this once and then description will be on by default.
