Whether you can fill out the form is determined by its accessibility. Some
forms are text and are not locked for editing. I think the only way to find
out is to open the form and try editing it. I know from personal experience
this is a royal pain. I'm trying to fill out some forms with the Illinois
Central Management System and it's n0065t to impossible. You best bet is to
use Aira with Teamviewer and have an agent fill out the form. You should
also encourage your employer to look at the accessibility guidelines on the
adobe website. Sorry I couldn't be of more help.

My employer wants to know whether there is a way to code pdf's so that JAWS
can recognize the form fields and accept a response. I presume this is
possible? what has to be done in order to make it happen?
