Hi Duane:

Currently using Windows 10, latest version of JAWS 2019 and MS Office 2013:

Although pressing/holding the ALT + another key may not work when on a website-based app (PDF, etc.), I just tried ALT+f in OUTLOOK and WORD, and it tooke me directly to the "File menu" in both cases.  Now, I did not bother to check other ALT-+-other-key combinations.  However, all things being equal, this should work in later versions of MS OFFICE as well.  Is it possible that something needs to be "turned on", so to speak, for that menu feature to work?

Before sending this, I Checked the JAWS Settings Center, and found something that may help.  Go to the JAWS  menu - "Utilities".  Down-arrow to "Settings Center", and right-arrow to open this.  Then, down-arrow to the "Web/HTML/PDF" menu item (second item in list), and open it.  Down-arrow to "Miscelaneous" menu item, and open this.  Then, down-arrow until finding "Allow Web/HTML/PDFs" item and check it.

Certainly no expert; but, I share this with the group in case someone knows more about this feature, and whether what I found above was helpful.

I use Internet Explorer and in this situation I find pressing and then 
releasing the ALT key will activate the menu, from which point I can 
navigate to a desired menu option, such as closing the tab or going back 
to a previous page. I have found holding down the ALT or CONTROL keys in 
combination with another key does not work. Annoying, but easy enough to 
work around.
