Thank you Ana, Gary, and Harry for responding and trying to help.

Here's what happens: After pressing "OK" on the "Heads-up" screen that 
first comes up after loading Narrator, and pressing
alt-tab, Narrator just seems to Tab through the elements on its own 
screen: the QuickStart button, Narrator Guide, What's New, Settings, 
Feedback, etc. I don't see how to move away from the Narrator screen to 
get to my other open applications. I'm using Windows 10 V1903, according 
to Winver.  I mostly use Narrator to read the screen when JAWS has an 
issue; so not being able to move away from the Narrator screen is a very 
big problem.
